GA-MA790XT-UD4P: Won't Post/Boot.

Originally I found it just with a light that flashed once every few seconds, then I unplugged everything but the PSU, took the CMOS battery out and held a screwdriver to the jumpers to reset the CMOS. Then with everything still unplugged I turned it on and got one steady light. Plugged everything back in and it just sat there with the steady light, not loading everything just Revving the fans to max. I replaced the CMOS battery and Now it is flashing 4 lights on a interval and beeping once every 9 seconds.

Welcome to gigabyte forum. Not sure how much help i  can be but the first mistake was you left the psu plugged in during a reset of bios thru the jumpers. Always unplug PSU before jumping them.
Are you getting any beep codes from the motherboard?

Hi,

a few details of the hardware in your build might help as the info you have given and the video gives very little to go on.
Remember, when all else fails a cup of tea and a good swear will often help! It won't solve the problem but it will make you feel better.
