GA-P67A-UD3-B3: PCI slot not working <RESOLVED>

Hi all.  One PCI slot (slot closer to the edge of the motherboard) on my GA-P67A-UD3-B3 motherboard (edit:  rev 1.x) is not working properly.  When I plug a NIC (tp-link TF-3239DL) into this slot and try to load the driver in Windows, I am met with an error:

Windows encountered a problem installing the driver software for your device
TP-LINK 10/100Mbps PCI Network Adapter
This device cannot start. (Code 10)

When I then try to install the same NIC into the other PCI slot, the driver installs without issue and the NIC works as expected.  I would ordinarily use the working PCI slot, but that is not possible in this instance, where I am using a second large GPU that blocks the working PCI slot.

Any ideas how I can resolve/troubleshoot further?  Thanks in advance.

edit:  resolved!  I re-seated the card (which I had already done, I swear!) and it's working fine now.

Of Note:

--I am using the latest stable version of the BIOS (F9)
--I am using default BIOS settings
--Win 7 Ultimate 64-bit


Please let me know if I'm omitted any key info.
