78LMT-USB3 wont boot from cdrom + no option to format hdd?

i hit F12 from startup and choose to boot from cdrom but every time i start it goes straight to windows.
there is nothing wrong with the diskdrive as it works perfectly. but every time i go back to F12 it says its been changed back to boot to hdd BUT when i hit del it says the primary boot is cdrom and the secondary is hdd.

i really need this to be formated and with a new os by the end of this week please help

In the Advanced BIOS Features you saying First boot device is set to DVD. The 2nd one is hard drive. the 3rd doesn't matter. Plus how do you have things connected on the DVD drive & hard drive IDE or Sata?
