New build X99 5 gaming

New build with 5820 , tried to boot with only cpu , cooler ram gfx card went shorting power buttons lights n fans for a sec then loops this every couple of secs , psu 3 years old thermltake 1000 , got this board off eBay ( yea I know what your saying ) I've now got a 2nd board and same issues , put me gfx n plugged psu into me old board and booted in bios fine , been over a week at me tether looked but no answers thanx In advance

Got new psu and it's not that I've put bin file on a usb but don't think it's on long enough to do anything , could it be the ram ? It's  corsair  vengeance 32 gig 2 sticks 2400 mhz

Two things make sure the ram is seated good. Then check the CPU socket to make sure you don't have any bent pins.

Got new ram 2x4gig at 2133 booted , is it easy to set ram setting got these 2 16 gig sticks or do I need to update bios for this

16GB sticks needs BIOS update, you can flash BIOS without cpu/ram.
Read your manual for this(the white usb connector)
But i would take 8GB sticks, 16GB's are critical.
