GA-B75-D3V (Rev. 1.0) + Core i3-2100 = Quick Sync Video not works

Now I have decided to ask here, QSV is broken on my PC, what's going on? I'm pissed, should I throw this MOBO out the window or someone will solve the QSV problem?

I read your post on the intel forums.  Unfortunately, I have little to offer. 

Both your CPU and chipset support QSV:

I doubt Gigabyte has intentionally disabled QSV support, which is essentially part of the architecture.  I'd contact support and ask for an official response.  If supported, then the issue is related to your software environment.  Afraid that's all I have.

I don't think so, you tell me exactly the same what has told me the guy from intel Forums, and I have replied to him (read post #4): https://communities.intel.com/message/454427#454427. See my reply?

It cannot be a software issue if by 'software' you mean video encoding/decoding applications, all of them at once cannot have QSV broken.

If by 'software' you mean GPU drivers, I have tried 3 different Intel GPU drivers + 3 different Omega GPU drivers, with no effect.

If by 'software' you mean OS, I have tried Intel tool running from Linux Ubuntu 16.04, this mean that both Windows 7 and Linux Ubuntu 16 LiveCD don't see QSV, it mean that the reason is not something broken in Windows, because Linux Ubuntu has been booted as a LiveCD (like fresh install), therefore it cannot be broken(messed) like my several months old Windows 7 installation.

If that would be a software issue, then is Intel QSV testing tool running from Linux also broken since it says "[ ERROR ] No compatible GPU available.  Check BIOS settings?"

In brief, I have tried:
- 6 different video encoding/decoding applications.
- 6 different GPU drivers
- 2 operating systems
- as for BIOS, there are several different older versions, but I'm not gonna try them all since it's too risky, to flash BIOS so many times.

Why do you think it's a software issue then, if everything says it's a HW/BIOS issue?

I have already tried to clear the browser cache/cookies, but this hasn't helped, I also tried to log in via Google+ button but the button is grayed out and simply not works (ironically, like QSV encoder).

I have tried right now (after 3 hours), still the same error occurs. What I have to do now? Contact the cosmos?

HW/BIOS Issue.  The feature is built into the CPU and chipset.  Gigabyte would have to purposely work at disabling core functionality.  Wouldn't be the first time, but seems like a lot of work for what gain?  You'll have to confirm with Gigabyte.  By software I meant OS and/or drivers, or combination of the two.  I understand your thought process and steps you've gone through.  All looks correct, but for some reason QSV isn't there.  Your profile doesn't show where you are located.  I'd try a different site for your support request.  Gigabyte has several.  If you've tried more than one browser and received the same results, try another site.

For example which ones?

I have tried to go to esupport.gigabyte.pl (instead of .com) but it redirects me to www.gigabyte.pl, and there when I click on the bottom on Tech Support button ("Pomoc Techniczna") it redirects me back to esupport.gigabyte.com.

My domain .pl even doesn't have Gigabyte Forums, because when I click on
pl.gigabyte.com/gigabyte.aspx?s=101 ("GIGABYTE - Media - Forum GIGABYTE" found on Google search) it redirects me to http://www.gigabyte.com/About which is a slideshow which says ironically "It's YOU that matters...GIGABYTE is always consumer-oriented from the very beginning of product desing to the end of value chain" ..sure..just as seen, no localized forum, nor tech support, broken passport login etc. (I could ironically ask you - "what are you talking about?")

If you've tried more than one browser and received the same results.

In the manual on the last page, I have found several phone numbers, and none of them are to PL GIGABYTE, I don't speak english.

I have also found GGSS (Gigabyte Global Service System) link: http://ggts.gigabyte.com.tw

which throws the error as seen on the first screenshoot above in this post.

I have registered another account at passport.gigabyte.com right now, with another (different) email adress,  and as before I have received again the message:

Gigabyte, you have not only Intel Quick Sync Video support broken, but also your Tech Support broken! Fix these bugs! Now I have to sell this motherboard and buy another one, but not from Gigabyte anymore !
