GV-N450-1GI (GTS 450): Fan usage doesn't go up as temperature goes up

I have the GTS 450 (GV-N450-1GI) video card and ever since I've had this card, the fan controller doesn't seem to be working correctly. My fan idles at 17% usage and when the temperature goes up (even up to ~60 C), it continues to stay at 17%. The only way I can fix this is by using third party software to override the graphics card and set it to my own fan control plan.

I want to get this card to automatically do the fan controlling now though, so I need to figure out how to fix this problem. Is it a manufacturing defected card?

Hi and welcome.

I would doubt that it is due to a manfacturing fault, it is far more likely that the settings are incorrect. I am not familiar wioth the particular card but check all the settings/profiles and see if they look right. If not make some changes.

I actually looked at some of the Newegg reviews for my graphics card and there are 4 reviews all stating that it stays at 17% for them too. It appears after the graphics card goes above 68C it actually starts to go up.

So, I guess I have to deal with it.

If you have a problem wioth this I don't see why you couldn't change the settings by using a different program to configure them. You should be able to make a profile to suit how you want the fan to work.
