locked bios?

I have gigabyte gtx670 VC-GV-N670WF2-2GD
And I was wondering is the bios locked to a certain range of overclockability
as in baseclock is 940Mhz
and boost is 1019
but it will not let me go over 980 and 1058
if I do it drops to stock specs
is this normal or is there a way around it?

I figured it out
It was just a software Program just no showing the changes that I adjusted
when I opened another app(GPU-Z)it showed the correct values
