Help (EX58-UD5-F7) - Sleep and Shut Downs Problems!

I have a recent build.  i7-920, 12gb Corsair 1333, Ati 5850.  Running Windows 7 x64. 

My computer will not shut down or sleep properly.  I have updated my bios to F3g and have all the newest drivers.

If I try and shut down the computer, it shuts down, but then after about 5 seconds, the computer restarts automatically.

If I try and put it to sleep, it all turns off, but after 5 seconds the computer turns on and monitor stays off, no picture or anything.  I have to hold the power button down to shut off.  When I turn back on, it loads into "restarting windows."

I have tried everything.  Anyone have any suggestions?? Please help!

Hi,
Check if you have a faulty power switch,
Or the reset power leads are not reversed,
Check your power options in bios, it could be set to instant off? this has caused a few problems like this
It also could be a PSU problem,
The main motherboard plug connection metal inserts moving backwards when being pushed in,

I checked all of those and changed instant off to 4 sec delay.  Still have the problem.

The interesting this is that I didnt have the problem prior to installing the drivers.  I am thinking the USB drivers are causing the problem.  When I run powercfg -energy i get this report:

Have you checked power saving options in your graphic card properties,

(PCI Express Active-State Power Management (ASPM) has been disabled due to a known incompatibility with the hardware in this computer). seems to point to the problem,

Have you tried disonnecting all your usb devices, and checking device properties for  each of them

The only thing I have hooked up via USB are my mouse and keyboard.  How do I go about changing the Display Adapter power settings, I cannot find them anywhere. 

This is really strange...

Tried changing everything.  Didnt seem to work.  Im thinking about reformatting and not installing any of the gigabyte software.  Seemed to work before that.  Plus that didnt seem to help much anyway.

win 7 will update to the latest drivers once it gets going on line.
