i cant get rid of a "POWER SURGE ON HUB PORT" warning,

says that a USB device exceeded the power limits of it's hub.. clicking on the provided "RESET"  does nothing, message is back i 1 second.

i ran system restore, didnt work.. any ideas on how to get rid of this..?
i switched parts, key board and Razer Mambs mouse, also tried an older simple mouse. and plugged them in else where, i still get the message

i did have to put the RAM in slots 2 and 4 because the CPU heat sink was in the way.
