X79-UD3 change PCH temp setting?

I've noticed that after playing games for a while, my framerate will drop significantly.  I've traced it to when my PCH temp hits 40 C.  Looked at EasyTune6, and that was the default setting for a warning temperature.  I increased that to 60 in EasyTune, but that didn't seem to change anything.  It still stutters horribly as soon as it hits 40C.
Is there a setting or something I can change to bump that temperature higher?  I think even 45C would do it.  It feels like something is being throttled or deliberately slowed down once it hits 40C.

Setup, completely stock, no overclocking:
X79-UD3, BIOS v F11
Intel i7 3820
16 GB GSkill
GeForce GTX 660 Ti
Windows 7 64 Bit

I don't think that is the problem. On my GA-X79-UP4 it idle 38c and it goes to 42c over the warning of 40c when playing games.

Plus the games play fine. One way to tell if that is really it, try putting a fan on it or near it.

I installed a small fan on my PCH and it took it from 38 down to 32 on my GA-X79-UP3. Now I'm going to do the same thing on my GA-X79-UP4
