First time builder here running into some major problems unfortunately. Recently had to reorder the motherboard because the first one was not even receiving power. Tried setting the computer up today but ran into an issue that is preventing the computer from starting up.

When I try to turn on the computer the BIOS will not load up, on the motherboard itself the M_Bios and B_Bios leds are alternating blinking. I have tried unplugging everything/removing from the case and working on a different surface. I have also removed the battery and tried to reset CMOS.

Have you tried a basic build without the GPU installed and using the onboard graphics?
I haven't seen this particular situation with the BIOS LED's switching like this and am guessing that the GPU maybe the cause, especially if the BIOS is an older version installed when the board was shipped.
If you can get the board to start the first thing I would do is update to the latest BIOS before trying to install the Radeon card.

please use onboard vga to update to latest bios.
