I think DM might be onto something there try changing the ram to 1600 to see if it will boot. 1600 ram speed with tighter timings will usually run better than higher speed as in 1866 with looser timings. Since you dont have a spare PSU and it does boot with the other ram i think dm has a point. Some ram just wont work with certain boards. Post back any results and i am sure others will post suggestions. Me myself i would get ram off the QVL just to prove if it was the ram or board. Betting it is the ram as it runs fine with other memory.
