Major problem GA-EP45-DS3L

so my cpu has been running VERY slow and I decided maybe the BIOS i was using was not the right one (I was using F10) so I flashed the bios to F4 and now my computer keeps restarting over and over by itself. It make it to the bios screen and then restarts the problem is my keyboard and mouse aren
t getting any power. I read somewhere that my USB legacy wasnt enabled and I got a USB - PS2 adapter and still no power :( did i break my computer for good????

After you flash the bios did you shut it down and clear the cmos and pull the battery ?
