I would say you are hitting about normal. After checking mine it to 3 seconds for the system fan to kick in.
This is not a problem at all, every motherboards from any brand do the same, they must first establish an electric/electronic "boot" before being able to work.
If you have a power chord with a switch before the PC you can see it. Stay with electricity off for half a day (or something like 8 hours), then switch it on and immediately (_really_ immediately, 10 seconds later is too late) start the PC: you will observe a "double boot", first time the motherboard try and fail because capacitors (on motherboard or on power supply, i suspect the power supply, inducing too much instable electricity providing to the motherboard) are not on the good level of charge, and then the motherboard reboot itself and succeed (i think it is not very safe to try this too much often ;-)).
So, your B75M-D3H is fine and standard, i can confirm the approx. 2 seconds delay.
