How do you know if Turbo boost is working correctly

For some strange reason if I enable base clock control or enable XMP  the Intel Turbo boost gives me a 'Turn on Intel Turbo Boost Technology , Intel Turbo Boost Technology has to be enabled to run this program' 

However even though I receive this message it seems the program still runs and otherwise displays the turbo boost as working

 When base-clock is disabled, the clock runs at 133Mhz and the multiplier runs it at 2.8 Ghz defualt. With  default CPU clock  settings selected  the Intel TB program runs without any hitch or pop up . CPU-Z reports the processor as running 2.8 Ghz and indeed the Turbo Boost brings it up to 3.33Ghz intermittently when needed

 However during the default base-clock speed I am bottle-necking my Ram to 667 Mhz . Is there a way to enable Intel Turbo boost
on an unlocked Base clock ?

Ideally I would like to run a Base clock of 200Mhz  which will allow my ram to run at 800Mhz ( instead of 667Mhz standard ) . How can I achieve this ? I have fiddled with the Bios too much , it's driving me crazy   ???

Could you give some spec's of your hardware that way I can help or somebody can.
