GA-X79-UD3 with Intel Core i74820K Extreme, 2011 Restarts

Hi,
few days ago i bought all parts to built a PC which includes:
700W Storm Silent LPK19-35, Quiet F
Zalman MS800 Plus Performance Mid T
Gigabyte GA-X79-UD3, Intel X79, S 2
1TB Seagate ST1000DM003 Barracuda 7 1
8GB (2x4GB) Corsair DDR3 Dominator
3GB MSI GTX 780 Twin Frozr OC Gamin
Intel Core i74820K Extreme, 2011
The issue is that when i turn on the computer all the fan starts for about 4 seconds then turn off for 2 seconds and restarts again.
I read that some people remove their RAM and it works but not with me. I removed one of the RAMs, then both RAMs but nothing changes. Tried to remove the graphic card as well the same thing.

I suspect maybe faulty motherboard or proccessor.

The Bios might not be up to date for that CPU.

Do you have a motherboard speaker attached to hear any POST beeps? If yes, are you hearing any?

Have you checked the CPU socket to see if you have any bent pins? You will need to carefully remove the CPU and check the socket under a good light and probably a magnifying glass, to see the pins clearly. If there are no noticeably bent pins carefully replace the CPU and cooler.

Remove all devices except for CPU, one stick of RAM, GPU with Monitor attached and keyboard. With this configuration will the system start? If no, have you got a lower spec'd GPU to try? If you can start with a lower spec'd GPU then update the BIOS to the latest version and try the GTX 780 again.

Have you checked that there is not a short circuit from the motherboard to PC case? Remove the motherboard from the case and do a basic build on a cardboard box to eliminate this possibility.

Power down the PC and disconnect from mains, then clear CMOS by removing motherboard battery and leaving for a few minutes to discharge capacitors fully.

Hopefully one of the above steps will help get you started. My best guess is that the GTX 780 is causing the problem and to get started a lower spec'd GPU and BIOS update will be needed. This is only a guess on my part but that is where I would start looking.

I just test my x79-UD3 without a CPU and it is doing the same thing. Put the CPU in and it booted.

I even took out the memory It will boot and restart after a 5 sec and it than will reboot and just sit there and run.

I even took out the Video card and it will sit there and run. Did one other thing is only had the CPU in and nothing else installed.

It booted and ran. The board is not see the CPU. So it has to do with that CPU and the board not being not up to date or a bent pin.

So it really has nothing to do with the memory and video card at this point. The board will boot without memory and video card.

My motherboard and CPU are brand new i ordered the from scan.co.uk in the notes i read that :Buy with confidence; all new X79 Intel chipset motherboards purchased from SCAN are BIOS ready for Intel's new IvyBridge E processors.So the BIOS should be fine. I  unfortunately do not have that beeping thing. I doublechecked for bent pins but they are fine. I tried to start it without Graphic Card, with 2 RAMS, then without Graphic Card with 1 RAM, then without Graphic Card and without RAM. Only with RAM and the same issue . I do not have another GPU to try with it. There is no short circuit.

P.S I read other posts and i think that maybe faulty CPU or motherboard. Tomorrow i will contact SCAN and explain them my issue and i will post their answer later on. Thank you for the answers.

This might sound stupid but have you plugged in the 8 pin cpu power plug? or checked its connection at both ends ie: if the power supply is modular is it securely plugged in at psu?
