I'm building a new system with:

GigaByte GA-Q87M-MK
Intel i5-4570S Haswell
SeaSonic Platinum Series SS-400FL2
G.SKILL Ripjaws 32GB (4x8GB) F3-2400C11Q-32GAB

However, after assembling, when powering on the first time, I heard a loud POP, and nothing powers on.  Nothing ever displays on my monitors.

Plugged into a watt-meter, the power supply is drawing power - around 5 watts, and when I hit the power on switch, it briefly raises to 20 watts for maybe a second, goes down to 0 watts, and then goes back to 5 watts.  Otherwise, nothing happens - no activity on my display, no sounds, etc.

The MB doesn't seem to have any sort of LED display for troubleshooting codes, or troubleshooting mechinsm -- the documentation doesn't say anything troubleshooting tips.   I see a "DEBUG header", but no idea what I should plug in there.

How can I troubleshoot this?  Any tips?

I'd remove the board from the case, remove all installed devices, memory, CPU, etc and inspect the board for damage.  I'm not saying something is damaged with certainty, but you might as well have a look.  Look for bulging capacitors, blackened PCB, etc.

After that, I'd bench test it.  See if you can get anything out of it.  You should also test your PSU, or test with another one to rule out problems with it.
