You can run at 1333 with tighter timings than 1600 and it will actually run a bit quicker. Say you are running 1600 at 9-9-9-25 but you can run 7-8-7-20 at 1333 then 1333 will actually be faster than the 1600.
All it is, is a play on numbers yes 1600 is supposed to be faster but if you tighten the timings and do a benchmark at 1333 you will see that your benchmark has better numbers.
