I just purchased a Xeon E3-1265L V3 (2.5GHz) to replace my i3-4370 (3.8GHz) for summer gaming as my main rig is too hot and my room becomes unbearable after an hour or so of gaming from the heat.
So, I use my i3 rig with a GTX-960 with success and it stays much cooler and is more bearable for long periods of time.
Anyway, My game (Cities: Skylines) is bogging down from CPU overload. It is maxed at 100% at all times, I lost my x2 and x3 game speeds long ago, and now my x1 game speed is half speed at best from the lag. FPS are still high as it's the CPU bogging down the game.
My dilema is now I bought the Xeon 1265L V3 low powered 4 core with hyper threading. I start the game and it plays smooth although x2 speed only boosts a little.
I go to BIOS and enable all of the turbo modes to x37 for it's max turbo speed. After rebooting my turbo speed is only 3.1GHz.
I go back in the BIOS and see a watt and amp setting which were low. I know i7's are running around 88watts TDP, so I raise it to 88 watts and also set amps to 88 amps as well.
I reboot the machine and gaming is still 3.1GHz.
Have I overlooked a setting to force 3.7GHz somehwere?

ps, It runs at 3.7GHz in BIOS and in Windows 10 when doing trivial things on my PC. But under full load it only runs 3.1GHz.
