Win7 Home Premium x64 SP1 running on AMD FX-8350 and Gigabyte 990FXA-UD3, vers, 4.0 BIOS F2 and Radeon R7-240.
New build about 3 weeks old. At first it ran OK. Then occasionally when I shut down or restart it would get to the "Shutting down..." screen with the spinning ring and just stay there. The ring eventually stops spinning but the computer never turns off. I can turn it off with the power button and as long as I wait until the ring stops spinning, Windows will restart normally as if it had been shutdown properly.
I used msconfig.exe to see if any services were causing the problem: Turn off half; shut down; if still a problem, turn off half of remaining services; etc. Eventually I would find a service or two to turn off and solve the problem. But this was only temporary and eventually the problem would return. Repeating the process I'd find a different combination of services to turn off. But this was always just a temporary fix and the problem would return.
I've run memory and HD tests but found no problems. Also tried Restoring the it back to when it seemed to be OK but the problem persists. Also tried reseating the RAM, Graphics Card and CPU but no luck.
Could this be a MB or BIOS problem?
