RAM issue on GIGABYTE Z97-D3H

Hi I have a trouble with RAM on my GIGABYTE Z97-D3H. MB is 1 mount old and RAMs too. type of RAM is  Kingston 2x8GB DDR3 1866MHz CL9 HyperX Savage Series.
The issue is this. When I try to turn on my pc I have both RAMs in sockets in ports 1 and 3 and my pc won´t turn on and when I will remove RAMs and return them back my PC will turn on.

What happens of you remove the power to the PSU for several minutes, then plug it back in.  Does the PC start without removing the RAM?

Try setting the memory timings manually after the above and let us know these results as well.
