They are in possession of a gigabyte GA970A UD3P Rev. 1 and I can not disable the power to the USB pc(PC turned off).

I have a mouse with razer abyssus blue LEDs, this really bothered at night.

is there a way to disable power to the USB ports without turning off the power supply?

In a word, no. The only way to get the lights on USB devices to turn off is to completely power down the PC.
