GA-X99-Gaming 5P Build Not Booting - Powers 1 Sec Then Off

I'm currently not getting my new build to boot up.  It powers on for a second or two before shutting down then cycles off and on like that.  I've switched out my PSU for one that I know works and it's doing the same thing.  No VGA currently installed, I had 4 DDR4 sticks installed but removed them while testing based on suggestions online.  Currently just trying to power on with CPU and nothing else installed.  CPU is a brand new i7-6900K.  Should this be working at all?

I was able to get it to flash a new version of the BIOs so I'm assuming the motherboard isn't fried.  Reading around I've seen people suggest RAM is the issue, mine is 2666MHz.

Can anyone confirm what all I need connected to get into BIOs?  I'm trying to keep the number of variables at minimum so if anyone knows what all I actually need it would be helpful.

I had to 2 16 gig sticks of vengeance higher mhz , I put 2 4 gig at 2133 n this sorted the power up then off as you describe

If..... someone have a problem with PROPERLY gigabyte motherboards start (loops etc) - PLEASE put in !everything! (procesor, memorys, g.card, hard drives - floppys  ;) ) as should by and press&hold both buttons 'POWER+RESET' for 5-7 sec!!
I know this is stupid, but it works!!  :P
