Well I bit the bullet and updated from F6 to F21 on my Z170XP-SLI.
The BIOS has a new color Scheme, (I think looks ugly), they also have improved custom fan settings.
I now have an option to use Intel Speed Shift, which I believe is an improved version of Intel Speed Step. I have yet to play around with that however.
In terms of Voltages, just to start out, I set the auto OC option in the BIOS to 4.3Ghz, left all settings on auto, using HWMonitor the highest voltage spike I get is 1.176, and when stressing 100% load under prime95 HWMonitor shows a constant voltage of 1.140-1.52V.
With Bios F6, running the same scenarios, I would get max voltage of 1.212(Or slightly higher, can't remember exactly)
So, Seems like the board definitely now uses less voltage with F21, at least when overclocking using the built in auto settings.
I haven't yet tried any manual overclocking.
I have not experienced any bugs like those reported with the F20 bios.
So far, I would say the update is worth it.
