This might not be the F30 BIOS entirely, as it might be the BIOS or settings in conjunction with your specific hardware. Example: Fast and Ultra Fast Boot (if enabled, try disabling this)
Over time, we have seen similar issues where only the USB 2 ports work during POST or in a preboot environment. Preboot behavior can also be affected by your OS.
Chipset+USB 2.0 Hub:
8 x USB 2.0/1.1 ports (4 ports on the back panel, 4 ports available through the internal USB headers)
Using adapters, etc. can also cause strange behavior. Not saying these apply in your case, but recommend they be ruled out if having F30 is that important.
A review of CPU support shows everything currently available being supported with BIOS F20 and <. F22 improves memory compatibility. If you aren't having issues, you don't need it.
F30 potentially improves latencies between CPU cores. 3% ~ 14% depending on which CPU you own... this timing is measured in nano-seconds. Keep in mind it's "potentially" not "it will". So in a best case scenario you might see up to 9.0 nano-second improvement. Do you think you will actually be able to perceive this? (Even if there was this level of performance increase). Then F3x comes out and it all starts again.
Using overly aggressive BIOS settings can also introduce weirdness. So you'll need to do more testing if you want to confirm an issue, and state with any level of certainty that a problem with F30 might exist.
