RTX 2060 Super WF OC 8GB - only one fan spins up

I have the above card installed and only one fan seems to spin, I know they're 0db fans and all but when the card decides it needs the fan running should both run together?

My understanding is yes.  Gigabyte cards use a alternate rotation to reduce turbulence.  So all  3 should run when/if needed.
