I am guessing it is TPM or Secure boot causing this? I don't know I am just guessing as these need to be turned on for Windows 11 to work and before this they were turned off for windows 10.
Yes they have to be turn for everything to work right. See windows does put a boot manager into your Bios. So it might be looking for those two.
Now one other thing what video card you using?
You can try this and see what happens: Disable this and what this is for is when you have everything that supports UEFI.
