maybe important:
if i reboot the computer by htting ctrl+alt+delete during the boot process, (when the screen is already showing something) then it will never enter that long wait period

OK so no real improvement. Next disconnect everything form the motherboard apart form the CPU/heatsink/fan, PSU and buzzer and try POSTing again. You should get a series of beeps.

Post Debug Code is "Initialize USB", and since you mentioned ALL these USB Devices I assume this is part of the problem.

Please disconnect them for now to make a few changes.   With them disconnected you should be able to enter the BIOS, then once in the BIOS please go into the Integrated Peripherals BIOS page and disable "Legacy USB or USB Storage" (Sometimes names various ways).   This will stop the USB Devices from being scanned at startup and should allow you to boot through to windows.   

If you ever need to use these devices in DOS, you will need to re-enable that setting, aside from that leaving it disabled will be fine all will function normally once you are in windows.
