I have powered the gfx with the 2 power leads required, will try the different sockets for the power leads on the PSU just in case. Will try the gfx on different slots too.

The default for the graphics card is PCI but the BIOS should be set to PCIe x16-1 for "Init Display First" in the "Advanced BIOS Features" section.

No I don't. Sorry I forgot that you couldn't even get into the BIOS.
If you purchased it from a local store I would take it back and tell them to check it as it doesn't work.

so it turns out both the motherboard and the graphics card were faulty, now that I have receiving the replacements for both, all working fine, except for the graphics card which flickers when I play Counter Strike Source, I hope it's not a compatibility issue!
I am taking this up with XFX.
thanks for all your help.

Try checking the latency with DPC Latency Checker    http://www.thesycon.de/deu/latency_check.shtml
run it and then just use your computer like normal and then see what the graph says. If there are any red bars you have a latency problem and that is what is causing your graphics stuttering.

If there is any DPC latency that should only really affect sounds.

I think it may just be a driver issue or a game issue if it only affects this one game.
