This has also solved my problem. Same setup as most of these folks, UD3R / Corsair 1333mhz. I remember having this problem the first time around and tho i somehow managed my way around it without disabling these features.. Some awesome automatic windows updates crashed my first install and i was back to square one with this reboot loop after the first portion of the win7 install. THank you so so so so so much for posting this!

In bios under advance CPU Settings there are to options which if disabled, they stop all these power saving gimmicks with the cpu when idle. These are:
CPU Enhanced Halt
CPU C3/C6/C7 State Support
I dasabled both of these and finally managed to go pass the first reboot. Infact all has been working fine since then....
(almost all, none of my usb logitech peripherals and freeagent desk external usb drives are recognised !)
