GA-MA790X-UD4 fps problem

Hi I have a problem with my hardware:
AMD Phenom II 940@3.5
GIGABYTE GTX 275
GIGABYTE GA-MA790X-UD4
4GB RAM
I do not know whether this problem is related to the gpu and cpu, but the thing in games such as TF2 where I set fps_max 120 fps sometimes drops below 120 for 90 or 100 and then the liquidity of the game is no longer the same it looks as if it were 20 or 30 fps and not 90
The second example is the league of legends where I have a solid 60 time drops to 50 or 55 it looks like the settings for 25 fps capture
I updated the nvidia drivers
I updated the mobo bios and gpu
I did format the entire hard drive
I have a 64-bit Windows 7
I cleaned the computer from the inside
