That is only true if you only use 2 SSD's on a Highpoint 640, and when using 2 SSD's you must be sure that they are both connected separately to one 9128 controller chip, otherwise you see the same poor performance as you do with onboard motherboards using the 9128 controller.
If you connect 2 SSD to ports 1+2 or 3+4 the RAID will only go through one 9128 controller, so the performance is less than 3Gb/s like with motherboards using these chips.
To work smoothly SSD's must be connected to ports 1+3 or 1+4 / 2+3 or 2+4
If you connect 3 or 4 SSD's, the performance drops to 3Gb/s poor speeds because no matter what the 9128 chips are overloaded again with 2 SSD's onto one controller, so the same as onboard motherboards
