New set up with G31M~ES2L. Won't boot or go into BIOS

Hi all, Really hoping someone can help.

I have a pentium D 925, 2x1g ram 800mhz, 500w PSU.

When I start it up the pc the the keyboard (usb and ps2) flashes then goes out and doesn't switch on again til after the splash screen. When those screens have loaded it gives me the option of start up repair or load Windows normally. If I click load windows normally it just restarts the above process back to the same screen.
If I say repair I get this:~

I don't know if it matters but on the small amount of start up I get it says Primary master CD ROM and secondary HDD 320g. I started it with the CD Rom disconnected but it was the same with the primary master listed as none.

Also when the keyboard is now working the internet is knocked out too, it doesn't even light up as plugged in to the pc on the router lights. This comes back when the keyboard does when it gives you the option to repair and send result.

Do you have an anti virus programs that is kept updated and running all the time ?

Has anything been upgraded or any new program been installed just before this problem occured ?

Actually I bought this new mobo as I thought the old one had died. the pc just stopped dead. And as I had previously had a usb melt down on the board I was sure that it was that.

Hmmm. The PSU is working fine I think as the CPU warms up and all else seems good, all fans work.. The RAM is new as I had to get different RAM for this board and the HDD is less than a year old, maybe 6 or 7 months.

I always had anti virus and anti Malware running.

Have you got a buzzer/speaker attached ?

Does it make any noises ?

Have you cleared the old setup off the hard drive ?

Have you cleared the CMOS ?

Not got speakers attached, I hear the HDD beep once when I power up tho if that helps at all.

No the hard drive is as when the old pc died.

No I've not cleared the CMOS as I thought it would already be at factory settings as it's new?

Oh I hope I haven't got to buy a new HDD already.

Remove the power cable from the mains supply and then press the power switch on the case for a few seconds just to drain any residual energy in the PSU capacitors.

Once done remove the motherboard battery for at least one hour before replacing it.
 
Next plug back into the mains supply and boot.
 
You will now need to enter the BIOS by pressing DEL and load Opimised BIOS Defaults.

Make any other changes to the BIOS settings to suit your self like disabling the floppy drive, disabling the full screen logo and making the HDD the primary boot device and then press F10 to save and exit.
