What I did initially was
1. Uninstall GTX 280 Drivers
2. Unplug GTX 280 Video Card
3. Install new GTX 590 Video Card
4. Make sure all conntections are tight/secure
5. Logged into Windows and updated Driver
6. Rebooted
This is where I see in the device manager the exclamation points, which is just so bizzarre because the drivers install correct and prompt for reboot. The only thing I can think of is their are no drivers for that specific motherboard for Windows 7 N Ultimate 64bit and the GTX 590.
If I then
1. Uninstall GTX 590 Video Drivers
2. Unplug GTX 590 Video Card
3. Plug in GTX 280 Video Card
4. Install Video Drivers
All is well with the GTX 280.

N/A, I honestly didn't know I would have to change anything in the BIOS for this since my GTX 280 was working ok, but I did set all to the Defaults, and reset my CMOS/Jumper settings several times.
Yes, I've verified the PCIEx power is supplied and that the Video Card is powered on and solid lights are current.
The Power Supply I have is the Thermaltake TR2 RX-850 Power supply - 850 Watt which has module power connections so I only use the required power connectors for the Video Card.
