DS3 doesn't POST or beep.

My DS3 will not, and hasn't since I first got the motherboard, post.

I get power to the fans and the phase LEDs are all lit all the time, but I get no beep or post.

I've tried with and without RAM, and different slots.

Is this down to the motherboard being bust? I have tried every available fix for the motherboard such as reconnecting cables, checking for shorts etc.
