To be honest Gigabyte, along with many other manufacturers seem reticent to list the changes and updates that they put into their BIOS update files. If you are lucky you will get a brief explanation but don't expect more.

Should you always be on the latest driver, or does the old saying "if it aint broke don't fix it" applicable with mobo bios updates?

No, it's certainly a case of "if it aint broke......" with BIOS updates. Unless you know that you are gaining something that you need or it is fixing a problem then just forget about it.
