GV-N570OC-13I fan too fast problem

Hi, I just bought (today) one GV-N570OC-13I. So, I install it, start the Pc and... A problem. :(
The problem is that when Windows 7 Startup the fan gone like crazy, up to 71%, but the temperature is low, just 29°.  ???
I've already tried changin driver (From your site, from nvidia site, even from the disc), Windows 7 update, I also tried unistalling and reinstalling the driver, but nothing... Always the same problem.
The fact is that when there aren't any driver installed the fan are ok (or completely shut down, I didn't check), so I though that's a problem of the driver, or maybe the bios, o who knows...
I must lower the speed by MSI Afterburner... Please, can you help me?

I have an i5-2500k, 4GB RAM 1600MHz, mobo Asus P8P67...
The power supply is ok, obv...

In afterburner, what percentage by default is your fan running when the card is idle and not hot?
