Major fan speed problems with Z77X-UP4

Fan header one has no power. I'm using a Corsair H60 cooling system. The fan connects to the cpu header with a 4 wire plug, the pump can connect to any system fan header and it has a 3 wire plug. Well when I connect it to the header directly above the CPU fan header, it will not come on, in the BIOS it will say 700rpm but the pump is not spinning at all (you can tell from the lack of noise and the CPU being at 74C). When I connect it to any of the other three headers the pump spins to 4500rpm and start making a grinding/rattling noise. Keep in mind that these pumps are only supposed to go up to 1700rpm max...
Is there no way to control the system fans with this mobo? The only way I've been able to get the RPM of the pump to an acceptable level is if I use the EasyTune 6 bloatware but it always crashes at random times and therefore resetting and fan speed I have set.

I'm running Windows 7 SP1 all drivers installed
Z77X-UP4 TH
i5 3570K
G-Skill DDRIII 1600Mhz 16GB
Thermaltake 850W PSU
nVidia GTX 560 Ti
Corsair H60 water cooling unit

Any help will be appreciated.
