First off download cpuz and that will show you what ram is running at and timings. Then enter bios and make any changes there. Utilities that do tweaking as you say dont load till windows does and puts stress on it at the wrong time if you do any changes and in bios then you will be able to get it optimized and stable.
First on memory timings for those modules is 9-9-9-24 and they will run at that easy. Voltage should be optimized unless you want to do it manually if so then they run at 1.5 volts. They should also be set to Un-ganged mode. During this do not overclock processor you want to get ram set right first and of course YOU DO THIS AT OWN RISK.
You trash your rig because you change the wrong setting your rig not mine.
Make any changes small and 1 at a time.
