Yes ,you should try higher voltage for the RAM as autotech said ,but you should also run some Memtest even at 1333 Mhz to make sure that none of the modules is bad.
Try with only one stick at a time ,see what happens and if they work each at 1600 Mhz test them with Memtest for some hours .
Also try the other 2 RAM DIMMS/slots ,sometimes the ones that are away from the CPU socket tend to play better at higher speeds.
And you should take into account that the RAM may not be AMD compatible ,at rated speed, for some reason.
Try a different manufacturer.
I ve had some Corsair RAM over time and i was never able to use them at the rated speeds on AMD systems though they should of worked(DDR 2 rated at 1066 only worked at 800Mhz , DDR 3 1600Mhz only worked properly at 1333Mhz (no Memtest errors though).
