Title: GA990-FXA-UD3 will not power on

New GA-990FXA-UD3 Rev 3 MB will not power on.  Pressing the power button yields a brifi flash of the power indicators, fan spin then off.  This is in every configuration.

Specs:

AMD FX-6300 CPU with stock cooler
RAM Kingston Hyper X DDR3-1600 (2x4GB)
RADEON hd6870 gpu
PSU: 730w

All power connections have been verified.  Testing included placing the MB on its original shipping box to eliminate a possible MB to case short.

The PSU and case are known to be good.  They were successfully tested with a GA-790X MB

Tested configurations:

1. ALL components in place
2. CPU, GPU, 1 stick Ram in each different DDR slot
3. CPU, 1 stick RAm
4. CPU only

In all cases, then same result.  I can occasionally get a power on to hold but receive continuous beeps.  When this happens, all fans will spin up.  Also, when this happens, the main PSU on/off must be used to turn off.  Another attempt to power on immedaitely after this fails.  If it is let to sit for 10-15 minuites, I can occasionally get a repeat of this activity.

 I fear a DOA board
