Title: Can't get BIOS settings to stick with 990FXA-UD3 Rev 4

I'm sure I must be missing something simple here. I have been trying to set my CPU core voltage up from the stock value of 1.3375v. But it won't stay.

I increased the CPU Vcore set in BIOS (to 1.4v. )
I left the NB Core at stock (1.75v).
I have the following power saving features disabled:
-Core Performance Boost (Turbo)
-Cool & Quiet
-Core C6 State
-HPC Mode*
-APM

I save and exit BIOS and boot to Win7x64 only to find that HWinfo, Core Temp, and AMD Overdrive all show the CPU core voltage back at the stock value of 1.3375v. Oddly, CPU-Z shows it at 1.392v.
As a result, I can't get very far with multiplier increases w/o failing stress testing.

Is there a setting somewhere in my board's BIOS that I should be changing in order to get the core voltage to 'stick'?
*I was told to enable HPC after making changes.  I got that to work once, but now vcore is back to default again and my changes won't stick.
