My System:
CPU:AMD PII x4 960T BE @ 4009MHz
MOBO:ASUS Crosshair III Formula/Water Cooled(MB-ASC3F)
RAM:8GB. OCZ DDR3 1600MHz/Gold Edition
GPU:2x Gigabyte HD 6870(CrossFireX) With XFX Active mini-DisplayPort to DVI Adapter
HDD:2x 64GB. Adata S599 SSD's(Raid0)/1x 500GB./1x 1TB.
AUDIO:Sound Blaster X-Fi Xtreme Gamer[PCI]
PSU:1000W,Cooler Master Silent Pro Modular
MONITOR:3x ASUS VH196T {Eyefinity} + Toshiba 37" LCD HDTV
OS:Windows 7 Ultimate x64
Ok,My issue is that there is a weird horizontal line during video playback on the DVI ports,Well it looks like video over lapping line.Doesn't do it on the Mini-Display port or out the HDMI.It's really hard to explain.
And this with any video played on those DVI ports(Including Youtube)

Since I couldn't get any help here.I went on a rampage to find what the problem was.
And I guess the problem I was describing was in fact called TEARING.
Well I solved it by updating .NET 4.5
And in the CCC Video section,Putting a check in the box(Apply current video quality settings to internet video).
Oh,Also I turned AERO back on too.
All these thing help to fix the issue.
