Title: G41M-Combo, IntelSpeedStep doesnot work

Hello all. Board is G41M-Combo revision 2.0 (http://www.gigabyte.com/products/product-page.aspx?pid=4213#ov) BIOS - FA
I just bought new board to replace my GA-P35-DS3L with degraded LAN(HW Interrupts with a huge CPU usage(near 50%) when ethernet card is using) And I discovered what EIST (strange, why just not SpeedStep?) does not work at all! My CPU (http://ark.intel.com/products/30781/Intel-Core2-Duo-Processor-E4500-%282M-Cache-2_20-GHz-800-MHz-FSB%29) always work at same speed 2.2Ghz,
OS: Windows XP SP3, CPU Usage 0%

CPU-Z(latest version) what I use, always show 2200 (maximum), voltage 1,152. When it's on low load, voltage jumps to 1,184 - 1.2
same with hwinfo(latest version)
How to exclude software bug? But it's feel like it's true, clock always at 2,2
