Title: power up problem

Hi i have a Gigabyte Mainboard GA-H55M-S2V (rev. 1.4) when i try to power pc up the fans turn on for a second then turns off what would be corsing that

you running a OC PC? i have this from time to time just retry till it boots up, not 100% sure but when i put my PC to stock clock booted up first every time, and now i OC again problem returns, so would say a bad OC, but how to fix i no idea.
