Title: Motherboard is getting power, but no fans spin and wont start up.

HELLO
so ihave gigabyte ep45 extreme cpu : quad-core Q9500 that wont boot  :'(
i have tried every thing i changed the psu changed ram , CPU.. everything

how do iknow that my MB is getting power?
in the Motherboard there is a built in switch on/off when i plug my PC on ,the light in the switch turn on (blue color)


pleas help me
