I can get no where near 1866!! even 1600 does not work. Is this a problem with 16gb in each channel?

CPU limitation probably.
You don't state which CPU you are running but if it is an FX then only one stick per channel is recommended by AMD for speeds above 1600MHz.

I am running AMD FX-8350 Vishera 4.0GHz sorry I did not include the info. But I was still hopeing for 1600 and I cannot even get that. I can get 1866 with one stick in each channel but not fully loaded. I need 32GB for work (Many VM's) but like that faster mem for gameing and the like. I guess I am just stuck.

[ ARES ] F3-1866C10D-16GAB is a 16GB kit. Combining two kits to make 32GB is not guaranteed to be compatible.

Footnote 3 says - G.SKILL guarantees module compatibility within this specific memory kit. Combining with other memory kits or modules (even with same model name) is not recommended to avoid any compatibility issues.
This 32GB DDR3 1600MHz kit from G.Skill is listed as compatible for the GA-990FXA-UD5 motherboard.
