Title: GA-P67A-UD4-B3 PCIE Lanes?

If I put a 16x card in the top 16x slot, can I use a 1x card without dropping the 16x slot to 8x?

I know that I can't use both 16x slots without them going to 8x each.

Yes you can. The PCIe 1x slots are connected to the chipset, not to the CPU as the two 16x slots.
