Title: System wont power up :(

So I have the gigabyte ga-z87-d3hp mobo and a seasonic 650 watt power supply and a corsair 500r case.  I wanted to see if any of you could help me pin point where im going wrong and why my PC wont power up.  The seasonic power supply has the atx connector with 23 pins, which through what Ive read is normal.  The mobo has all 24 pins open though.  Is this preventing my power up?  no fans or anything are powering.  The other possibility is that the mobo isnt grounded into the case.  when i mounted the mobo it already had those raised screws in the PC case that you usually put in, all except one that didnt have anywhere to put the screw.  Any advice would help

Take the board back out and try it on the box it came in.
