Title: H61N-USB3 won't power down

I have a H61N-USB3 Moutherboard running the latest BIOS (F8) with an i3-2100 CPU running windows 7 and whenever i shut-down my PC it either resets or looks like its shutting down and screen will go black but power stays on.
I've tried installing  windows 8.1 on another hard drive with the same problem.
Any Ideas?

Did you update your bios or was it that way. If you did update the bios did you clear the cmos and pull the battery?

thankd for responging i did update the bios but only after i had problems I also cleared the cmos as your suggested but with no luck.
However Ive made a little progress in that iv fount the problem seems to be related to the Intel HD4000 graphics drivers as when i uninstall them the system will shutdown OK and when i put them back on it hangs. any ideas as to what i could do outer then buying an external GFX card?

Does windows install a driver for the graphics?

Sorry for the delay in replaying my internet been down ( it's not been  my week :( ). I've tried installing the drivers from windows update and from the install DVD and both make the system refuse to shutdown it will only work if there uninstalled.
